Heading into the election, Ballotpedia rated this race as safely Democratic. Incumbent Jim Himes (D) defeated John Shaban (R) in the general election on November 8, 2016. Both candidates won their nomination at a party convention and did not face a primary election in August. Himes won re-election in the November 8 election.[200][201][202]

On July 11, 2024, U.S. Rep. Jim Himes (D-Conn.) said President Joe Biden (D) should withdraw from the 2024 Democratic presidential race ahead of the Democratic National Convention on August 19-22, 2024.

Himes said, "The 2024 election will define the future of American democracy, and we must put forth the strongest candidate possible to confront the threat posed by Trump's promised MAGA authoritarianism. I no longer believe that is Joe Biden, and I hope that, as he has throughout a lifetime of public service, he will continue to put our nation first and, as he promised, make way for a new generation of leaders."[225]

Following the first 2024 presidential debate, Democratic elected officials commented publicly on President Joe Biden's (D) debate performance and his presidential candidacy. On July 2, 2024, U.S. Rep. Lloyd Doggett (D-Texas) became the first Democratic federal elected official to call on Biden to withdraw from the race in the wake of the debate.

American response in Syria

Himes, after listening to constituents at a meeting on September 8, 2013, said he was unsure how he would vote on whether to strike Syria.[226] Himes said, "I remain deeply skeptical that a military attack will improve the situation on the ground, quiet the conflict, or improve our National Security."[227]
